Most Con's don't. (I've been to MFF 2007-13, CaliFur in 09 and MFM in 07 & 08 )I wore mine, something with a little less straps, but still it was an actual institution one and clearly obvious what it was meant for. I didn't get any resistance from anyone at any time. I had worn it during the parade, about the rest of that day and sprinkled here and there from morning to late nights on all 3 official con days.
There are a host of pictures with suits on the con floors and during parades with 'questionable' clothing on. I think that are beginning to see that sometimes harnesses/straitjackets and any other heavily fetishized mundane real world stuff (harnesses, corsets, jackets, shorts, skirts and so on) can be worn as part of a character's personality in suit rather than an open dispaly of fetish type interests.
I'd say have handler with a back pack close by and then just wear the straitjacket as planned. If you are asked by con staff to take it off, then do it right there and carry on. They will be happy that it was resolved immediately and you will have an answer to wether or not you can wear them there. You can also try wearing it out later in the evening. The con and all legal responsibility tend to be like shop hours, 7am to 8pm. After that time, legally you are under the hotel policy, which usually are more open to things as you are wearing a costume/fursuit already. Meaning the con has no say and it's up to general policies of society (Enough covered by normal standards).
So if you have everything on the suit presentable and clean, then you won't be pulled over for being so obvious your intent is sexual. Reguardless of whether you are or not, as I can wear them publicly for an insane character of mine anyway. So if you are presentable, then they usually let it go.
