preety much in any setting evolution is a matter of effort and will, most evolutions can be delayed or "resisted" (save for stone evos I guess) but also yeah physical activities and such help to that goal, not that he doesn't gets any of that but I guess he's more comfortable in his current form, age is just, well, age

I'm guessing it's a similar reason why meowth can't learn any attacks cause he put all of his effort into learning how to talk.

in this case. the same would apply in that possibly her father just put all of his experience gaining into something that wasn't evolution related. as he'd probably reached his limit and can't get any more experience for evolving.

in game terms. it's like having a stage 1 evolution pokemon that you've trained to level 100 and now it's stuck unable to evolve.
