Across the city, in the seedy underbelly, advertisements were slowly appearing. Phones blinked as dozens of minor villains, hundreds of lesser criminals, and tons of random people, were contacted all at once. Each one being sent a single image with a deeply encoded link. Each one could trigger only once, hardcoded to every phone and device it came across. An image of a smirking vixen, so similar to one of the most well known heroes in the city. So close, yet that manic grin made it impossible to conflate the two with each other. Text adorned the image as well, telling them that this wasn't just a vanity shot.
It was an advertisement.
Join the Zyla Force. What that meant, most of them had no idea. Curiosity was, inexplicably, growing and taking root in the minds of the vast majority of those selected for this recruitment drive. Untold numbers of people found themselves pushing into the image and triggering that hidden path, filling their minds with a gateway drug of satisfaction that would lead them deeper down this rabbit hole. Instructions blinked and flashed across the screen for a moment, before vanishing into their subconscious, leaving only the afterimage of the smirking vixen behind. They would remember their role, their instructions, and their future place.
Those who left the image were bereft of memory, feeling only a vague sensation of loss where there had once been curiosity. A safety procedure for those who did not prove themselves worthy.
For those that did, the emerald light never faded from their minds. Even as the flickering screens died away from the luminescent green wave, it would guide and push them, so subtly writing them towards the destination their new Queen wanted them to be in. They understood, even if they didn't know it yet.
They'd joined the Zyla Force. Why wouldn't you?
It'll be so perfect, once you stop thinking about it.
And here we have a counterpart to that other pic! Queen Zyla recruiting some new pawns in her attempts at New Horizon. I just had to word-doodle some idea around this beautiful recruitment poster.

toughset who always makes Queen Zyla look so *evil*

It looks like a great declaration of war, cute.
What is the sense of living a life without someone who gives you reasons to fight for it
An antagonist deserves victory more than the protagonist
there are more merits in YOUR PERSON!
but the antagonist could never live without a challenge.
Someone to break!
I say this, this great ass WILL TAKE THE WORLD!
