DumDog! What a renegade!
This screen capture is an instantly recognizable image from the climax of Hot Zone, where Max tricks the last remaining arch-villain and his cronies into fleeing to the Raven Rock complex, gathering together the plutocratic conspirators behind both the UFP police state and the widespread mutation of American citizens to disenfranchise and exploit them.
The president's son, Nathan Marshall, offers Max what he thinks are favorable terms, citing the hopelessness of defeating an army of militarized police with just himself and his partner Dakota. Not only did Nathan trick his older brother into taking the serum that transformed him into a humanoid raptor, but he also was responsible for injecting Max with the same mutagen. With classic bravado, the two launch their attack and reveal that they are backed by a horde of 'Feral' ectotherms who proceed to tear apart the facility and eat the rich.
While the chaos unfolds, Max and Dakota pursue Nathan in a frantic effort to take him down before he can launch a deadly nuclear assault against the southern states from Raven Rock's command center.

Believe me, there's some faux pas in this story, between glowing guns, lasers that go 'pew-pew-pew', people who wear all black uniforms despite it being 130 degrees outside, standing in the open with total disregard for cover, running from explosions as if that's even possible, magazines that never seem to run out of bullets... You know, an 80s action movie!
