This is Lord B_____, a member of the British landed gentry, and inheritor of a noble title from his father. His father made him swear to look after his half-sister, and he keeps his promises.
So when his half-sister strayed down an alley in Bali and was kidnapped into slavery, he went looking for her. We really don't know the details of that search; how many palms were greased, how many furs were threatened, intimidated, or tortured, but suffice to say he found her at a slave market in a small South Asian country that no longer exists (this was years before the Great War, you see).

Quite. That said, Lord B is playing a very, very risky game - stories like that, if they get out, are the sort of thing that can destabilise an entire political process. A Homosexual scandal in Germany in the 1900s led directly to the rise of militarist conservatives to power, in turn making a violent confrontation with France or Russia much more likely. If it turned out a prominent aristocrat was keeping his own half-sister as a sexual slave and prostituting her out to his peers? A scandal like that would be devastating to the legitimacy of the ruling classes.
I dunno why, but it gives me the image of an Indian frenemy, perhaps an old school rival, who susses it out and just starts using it ad hominem whenever Lord B wins a politics argument!
