[Meta] OCCINTEL Threat Assessment Notes
Co-authored by Kyna and Nia. This is our way of fleshing out OCCINTEL in a more systematic fashion than before, when I was playing fast and loose with the company as a general TF environment.
OCCINTEL uses an alphabet-tiered classification system across four attributes to categorize and study transformative hazards. The four attributes are known as Severity, Treatment, Containment, and Contagiousness.
The scale runs from F(riend) to D(elay), C(aution), B(ad), (A)lert, and finally X(treme Risk). The closer one gets to X(ray), the harder it is to contain or enact countermeasures. For convenience, company safety protocols have been simplified to the following chart:
LOWEST RANKS - F-D
Severity: Hazardous effects are nearly unnoticeable due to low impact of effect. All F>D-rank Severity classifications must be reviewed by Agents of rank 14 or higher, as highly ranked hazards may appear to be this ranking.
Treatment: Hazard is trivial to treat through mundane means or otherwise self-undoing in a short time scale.
Containment: Hazard can be contained by untrained civilian personnel. Hazard is ideal training and aptitude test material.
Contagiousness: Hazard is not naturally contagious under any circumstances; Hazard possesses some form of targeted design and/or intent. Hazards that affect subjects regardless of identity do not qualify for this ranking.
MID RANKS - C-B
Severity: Hazardous effects are noticeable at a glance; Hazardous effects cause minor inconvenience and danger; Multiple hazards may combine to create more significant effects.
Treatment: Hazard requires nontraditional means of treatment; Hazard may be treatable by occultists and hobbyists; Hazard may be treatable by standard personnel training.
Containment: Hazard can be contained safely in an appropriately sized lockbox or enclosure without further containment procedures relating to its hazardous nature. Animate objects or other animals fall into this rank.
Contagiousness: Hazard can cause infection and transformation via prolonged visual or physical contact. Hazard can be handled with safety gear such as gloves and polarized visors.
HIGH RANKS - A
Severity: Hazard causes effects easily noticeable even at a distance; Hazardous effects may include full body changes or minor mental changes.
Treatment: Hazard requires specialized treatment with standard field operative gear. Procedure requires contacting the nearest field operative agent and following their directions.
Containment: Hazard must be contained in a specialized container or room to appropriately contain hazardous effects; Hazard is capable of leveraging paranormal effects to cause security breaches in standard containment. All sophont hazards are at least this rank or above due to the requirements for ethical treatment technically constituting a security risk.
Contagiousness: Hazard possesses mild memetic properties that require a period of time to take effect; hazard takes effect on contact through all but specially rated materials.
HIGHEST RANK - X
(X / Outside Ranking System)
A containment breach involving an X in any category triggers CASE PURPLE DUTCHMAN. This entails the unleashing of any and all applicable company assets to contain the hazard before the assured annihilation of humanity as we know it. Any actions taken under CASE PURPLE DUTCHMAN are deemed acceptable under company guidelines and may not be tried in criminal or civil courts of any nation that agrees to OCCINTEL’s international charter.
