Having an off-world pet often entails them having traditions that would seem somewhat alien to your own culture.
Keda had given Oazan a somewhat slap dash explanation of what Halloween is, people dressing up in costume and going door to door to get candy. Oazan was more than eager to bring that tradition to his empire, or at least his palace, putting on some fake wolf ears to go as Keda, and stuck Keda into his navel so he could be Keda's costume at the same time. Makuna is just confused and unprepared for such a sudden thing.
