
Rocket Rat Adventures (Roketto Ratto Adobenchā) was a short-lived animated series produced by a Japanese studio in a failed effort by Rain Island's Petrel Studios to capitalize on their 1930s-40s movie serials The Adventures of Rocket Rat. The setting was in the future as envisaged in the late nineteen-nineties, with the eponymous main character outfitted with what the studio called "updated" technology.
The series ran two years, totaling twenty-two thirty minute episodes. The series was almost universally panned by critics and fans, with one saying that the main character resembled "a rodent Captain Planet." Major objections centered on the lack of the character's trademark helmet and rocket pack, and a decided 'watering down' of the Global Police's ambit to stamp out authoritarianism.
The animation relied on a great deal of repeat footage, causing more critics to compare it unfavorably to a 1970's science fiction animated series.
After suffering negative publicity, criticism, and a threatened lawsuit by the surviving stars of the movie serials, Petrel Studios quietly canceled the series, and archived the footage. Bootleg videotapes and digital copies still exist, however, and are occasionally circulated.

I had no idea... I thought the image was very close to Mighty Mouse. As to the repeat footage thing - since I have grandchildren, I am occasionally - ahem, cough cough - treated to episodes of such things as Paw Patrol, etc. ad nauseam. They eat up half the cartoon with repeat footage, generally when they yell their given mantra and turn into whatever it is they're supposed to be best at.
