Bat lady I think has a high-ranking part in some kind of "theocracy of the all-devourer". She likes sport shooting and draining heretics (provided they've been washed first).
The blue snakey/lizard person in rags is part of some sewer/trench fighting resistance movement (though they also worship another aspect of the ravenous god-thingy). They were also formally a regiment of the regime, before deserting over a series of pay/feed disputes.
Catty in brown is a sentry from a regime that recently went full totalitarian (the skull symbolises the autocat in charge) They haven't entered into a war with their neighbours (yet).
Kitty in the Fez is a navy guardsmaine from a small but rather rich sultanate. They export valuable fruit to the north and south, which needs protecting from sea beasts and "pirates".
The two canids could be people from another world. An entire army base was astrally ported from their world to a jungle continent on this one via some Black Mesa style incident, complete with it's occupants - with no way for them to get back. Their limited numbers and more precise firepower (the manufacturing secrets of which they keep to themselves) have made them prized elsewhere as mercenaries, particularly with the Sultanate.
The ones under the Chillipepper/Knife flag are considered non grata by the home base's Theatre Command, not so much for seperatism, but for sexually exoticising themselves to the "locals". Experts in CQC, they are in high demand as commandos and bedchamber dominants across the ruling classes of the world.
