Bought this on eBay. It is dated 1987, is plastic and has 3 oval holes on the top and bottom for mounting. Perhaps it was for advertising on the exterior of a city transit bus? I seem to remember that was a thing back in the 70's and 80's. Or in a big building like an airport or sports stadium.
